Autoritatile au inceput deja sa-i pregateasca pe cetateni, pentru a preintampina eventuale reactii de panica. "Cerem fiecaruia sa transmita acest mesaj vecinilor, colegilor, prietenilor, familiei. Tineti minte: fara panica, este doar un test" - subliniaza agentia americana pentru gestionarea crizelor, FEMA, intr-un comunicat publicat pe site-ul sau de internet.
FEMA, in coordonare cu Ministerul Securitatii Interne si o serie de agentii federale, va lansa miercuri, 9 noiembrie, la ora locala 14.00 /19.00 GMT, un mesaj de alerta generala in SUA pentru situatie de urgenta /alerta meteo, rapirea unui copil etc., pentru a testa sistemul.
In randurile asociatiilor civice locale si ale parintilor de elevi a inceput sa circule un mesaj in care se arata ca "politia si serviciile de salvare locale se tem de o eventuala reactie de panica", scrie Agerpres. "Este posibil ca alerta de la televiziune sa nu indice faptul ca este vorba doar de un test" - se precizeaza in mesaj, potrivit caruia "exista temeri ca lipsa de explicatii sa nu genereze panica. Transmiteti acest mesaj familiei si prietenilor dv. ca sa stie ca este un test".
Autoritatile stiu de ce au motive sa se teama. De Halloween, in 30 octombrie 1938, opera SF a britanicului H.G. Wells ce relata un atac martian asupra Marii Britanii a inspirat scenariul unui program radio, difuzat in SUA de postul CBS, in regia lui Orson Welles. In adaptarea americana, martienii ostili aterizasera in statul New Jersey si se pregateau de un atac asupra New York-ului. Scenariul a fost atat de realist, presarat cu buletine de stiri si cu efecte sonore speciale, incat ascultatorii au crezut ca lucrurile sunt adevarate. Panica i-a cuprins pe amiericani, reactia oamenilor fiind suficient de puternica incat ziarul New York Times sa titreze a doua zi pe prima pagina: "Auditori panicati au luat drept reala o reprezentare teatrala a razboiului".

Nationwide Test of the Emergency Alert System

As part of our ongoing efforts to keep our country and communities safe during emergencies, we’re working in partnership with the Federal Communications Commission (FCC) and the National Oceanic and Atmospheric Administration (NOAA) to conduct the first nationwide test of the Emergency Alert System (EAS). The EAS test plays a key role in ensuring the nation is prepared for any type of hazard, and that the U.S. public can receive critical and vital information should it ever be needed.
Over the past year, our agencies have been working with the broadcast community, cable operators and programmers, and other communications service providers that participate in the Emergency Alert System; our state, local, tribal, and territorial partners; and other critical stakeholders to help inform all members of the public regarding the nationwide Emergency Alert System test.
Here are specific items we want everyone to know about the test:
•It will be conducted Wednesday, November 9 at 2:00 PM EST.
•It will be transmitted via television and radio stations within the U.S., including Alaska, Hawaii, the territories of Puerto Rico, the U.S. Virgin Islands, and American Samoa.
•Similar to local emergency alert system tests, an audio message will interrupt television and radio programming indicating: “This is a test.”
•When the test is over, regular programming will resume.
As we get close to the test, the FCC and all of our many partners are working together to spread the word to as many members of the public as possible -- so people know what to expect when the test takes place, and no one is caught off guard.
